How much wind is too much for surfing?
Onshore wind above about 15 knots ruins most surf - the surface chops up and waves break early and unevenly. Offshore wind, blowing from the land out to sea, does the opposite: it holds the face up and cleans it, and stays surfable to 20 knots or more. Wind direction matters more than wind speed, and under 5 knots the direction barely matters at all.

Why does offshore wind make surf better?
Wind blowing off the land pushes against the face of an incoming wave, holding it up for longer before it breaks. The wave stands taller, breaks later and cleaner, and the surface in front of it is smoothed flat. That is what a 'clean' morning is.
Onshore wind does the reverse: it pushes the wave over from behind, so it crumbles early, and it raises chop on the surface that the wave has to break through. The same swell that was clean at dawn is a mess by noon for no reason except the wind.
Why are mornings usually cleaner?
Because of the sea breeze. As the land heats up through the morning it draws air in from the sea, and by early afternoon most coasts have an onshore wind they did not have at dawn. Overnight the land cools and the flow reverses, so the first hours after sunrise are often offshore or calm.
This is why dawn patrol exists, and why a forecast that says 'onshore 12 knots at 2pm' can still mean a clean session at 7am.
Does it depend on the spot?
Completely. Offshore at one beach is cross-shore at the next headland, because the coast has turned. A break tucked behind a cliff or a harbour wall can be clean in a wind that has blown out the open beach a mile away - that shelter is most of what separates the spots in an area on a windy day.
So the question is never 'is it windy' but 'which way, relative to this beach'. A ranking that scores every spot against its own orientation answers that; a single wind number does not.
What about wind swell?
Strong wind blowing over the sea for long enough makes waves of its own: short-period, close together, disorganised. At a beach where that wind is onshore, you get the chop and the swell at once. Somewhere down the coast, where the same wind is blowing offshore, that windswell can arrive as rideable waves. The wind that ruins one spot is often the wind that makes another.
